No, there is no way to download Block Storage (or Droplets) Snapshots from DigitalOcean. You will have to use some another solution of transferring or backing up files (such as scp…).
If you have problem with missing data, you can contact support and they should be able to tell what you can do with that snapshots.

Unfortunately, you cannot currently download DigitalOcean backups or snapshots.
As an alternative, you can back up data locally using third-party tools like rsync or SFTP.
