Everytime I click on “submit ticket” the page responded with 403 Forbidden. Tried submitting ticket using VPN in case my ISP is blocked, same result.

If that ticket portal isn’t working for you, please try heading to https://www.digitalocean.com/company/contact/#support and using that form to contact support, asking them to help you out with accessing the normal support ticket portal.
This form shouldn’t require you to log in, so you should be able to get help with accessing the normal ticket portal via this.
