It is not possible to export DigitalOcean native backups. See our article on this Can you download DigitalOcean Snapshots?
Full disclosure I am the founder on SnapShooter a backup service build for DigitalOcean customers and we got this requirement a-lot from customers.
The only way to get the data off the server is directly from the server to the location you want.
From a local machine you could rsync/tar it over SSH. Or you could get the server to wrap up the contents and send it to a service like AWS s3 or spaces. This is what we do for customers.
