I’m a bit worried about the 1 min per GB of downtime as that would be nearly 6 hours.
I know in the past it was 10% of that time, if even that, but the time does depend on disk read / write times.
Therefore is there a best time to do this to minimise the downtime? I was thinking about 6am UK time on the london data center as it’s not too early to get up and in one of the quietest hours. Or is there a better time?

Is that time (6 hours) accurate? as you already tried and actually takes 6 hours? or you are just mentioning the approximated time DO panel shows to you? Anyway, maybe you can just create a droplet snapshot and restore it as a new droplet. Once that’s ready you can point your DNS records to your new droplet or change whatever application you use to access your droplet to the new droplet IP address.
