I think you can suggest your client to check his or her mail dustbin,to find whether the mail with verification code is in that,and ask the ISP for if they has listed DigitalOcean into blacklist.Otherwise,you should go to cloudsupport.digitalocean.com to provide more detail and wait for the team’s help.
