I restored from a backup and i am no longer able to access whm web interface

Hello there,
As per KFSys advice check if the cPanel service is running. Also, ensure that all services are running since the backup was restored.
Additionally, if you have a Firewall configuration make sure that your IP address is not blocked.

SSH to your Droplet and see if the panel service is running or not on your Droplet;
See if that helps. If there is an error when restarting, check the cPanel logs. They should be able to tell you more about the issue.
