Is there still a plan to make block storage volumes available in NYC2? I haven’t found any discussion of it since 2017.

Thanks for reaching out! NYC2 is a legacy location, meaning no new resources can be created there. Unfortunately, new products and features will not be made available there.
However we have two locations - NYC1 and NYC3 in the NY region in which all the products are available. You can check our availability matrix here. https://docs.digitalocean.com/products/platform/availability-matrix/
