I have a website on a single server at the moment in Germany. Load time of my site in Germany is 579ms, whereas the load time in USA / China is about 5 seconds.
I thought when I switch to DigitalOcean, I would have a cloud server, which is better accessible from all countries. However, when I created my Droplet, I was forced to pick a region.
So I wonder now, if a Droplet is again just a server in some region, how is this a cloud? And what can I do to reduce loading time in other countries for my site?

That is correct, you select the region where you want to deploy your server. What you can do with DigitalOcean is also use spaces and move all of your static files to Spaces and then enable CDN. This will then automatically serve your static files like CSS, JS, Images from the geographically closest datacenter to your users and thus improve webpage load times dramatically.
