I’m currently paying $20/mo for a Droplet with 40 GB of storage space, 2 vCPUs, and 2 GB of RAM. I see an resize option upgrade to 4 GB of RAM, without increasing the billing at all, staying at $20/mo. Does this mean that my CPU performance is going to go down?
lscpu lists the CPU as Intel® Xeon® CPU E5-2650L v3 @ 1.80GHz, currently.

It shouldn’t go down. Although the new 20 dollar droplets I have found are using the Intel® Xeon® CPU E5-2650 v4 @ 2.20GHz. I’m not sure if resizing an older droplet will give you the new CPU’s or not.
In January 2018, DigitalOcean announced new Droplet plans, which give you more resources for the same price. The new plans are here to replace the old ones, but users have to manually upgrade their Droplet to the new desired size.
With new plans CPU performance should stay same, or maybe improve as @it7783a52634f10e5cf7b0a9f1 mentioned. I’m not sure how that works, but I believe it can depend on your data center…
