What is the reason for this report?

Rework to create OpenVPN

I read this tutorial to create an OpenVPN server, it worked perfectly and was configured correctly.

Now I want to create a new OpenVPN server, with a different IP to access other services and to be used by other users.

Is it safe to just create a snapshot of the original Droplet with OpenVPN, create a new Droplet using that snapshot and delete existing users and change connection IP in ovpn files?

Yes, this should work as expected with a snapshot.
