Without using Grafana, or the API is there any way to easily just create a dashboard to show cpus/etc graphs of multiple droplets on a single page?

There is not going to be a way to do this built in - our control panel just isn’t built to do it. I understand you do not want to setup additional services to handle this, but that would probably be your best option in this case.
Can I suggest you post your idea on our user feedback forums - http://digitalocean.uservoice.com/forums/136585-digitalocean There, all of our users can see it and vote on it if they also want to see it added to our platform.
