I’ve got an Ubuntu 14.04 ESXi VM that I’d like to use as a custom image. The only issue is that its running cloud-init 0.7.5. Is that a deal breaker? I noticed that 0.7.7 is referenced in a few places.

Hi there,
DigitalOcean recommends cloud-init version 0.7.7 or later for Ubuntu because certain features and bug fixes were introduced in later versions of cloud-init that are necessary for a smooth experience on DigitalOcean.
While you might be able to upload and boot from a custom image with cloud-init 0.7.5, you could encounter unexpected issues or behavior.
If possible, I’d recommend upgrading both your Ubuntu version and your cloud-init version before creating a custom image. Upgrading to a newer LTS version of Ubuntu (such as 22.04) would also bring other benefits, like improved performance, newer software versions, and longer support life.
If you can’t upgrade for some reason, I would still suggest giving this a try and test your custom image thoroughly to ensure it works as expected.
In case that anyone comes across this in the future, here is a link to the custom image requirements documentation page:

Best,
Bobby
