I have bought virtual private server having 2vCPU and 4 GB RAM because i have project using opencv and machine learning library like dlib but my project speed is very low like processing time is too much for operation. Do anyone have any idea why its happening?

I recommend monitoring resource usage when using your tools to identify the exact processes that may cause spikes in usage.
Monitor with htop, iostat, vmstat, or dstat

Bear in mind that dlib is quite a - CPU-intensive task. Aslo, Libraries like dlib and OpenCV can be optimized to run on GPUs so I would recommend you to check this here:
