When you create a new Droplet and choose to use SSH keys, the root password won’t be sent to you. You can log in as root using your SSH key. However, if you choose not to use SSH keys during the Droplet creation, DigitalOcean will email you the root password.
It’s also worth noting that you don’t need to change the root password every time you create a new Droplet unless you’ve chosen not to use SSH keys and would like to set a specific password. It’s a good security practice though to change your root password periodically.

The only way to find the root password is to reset it. So in that regard, yes, everytime you create a new Droplet, in order to find the root password you need to reset it however, you only need to do this once per droplet.
