Why can't I attach an existing volume to a new droplet?

When I try to create a new droplet, I’d like to attach a volume I’ve already created. I go to “add block storage” and then “attach existing”. I see the volume I’d like there, but it’s grayed out, and when I hover over it, it says “only 100 volumes can be attached at a time”. I don’t have anywhere near 100 volumes, just 1. How do I get this to work?
