This is likely because the GitHub Student Developer Pack credit was applied but your account still needs email verification or payment method on file before resource creation is unlocked. DigitalOcean requires a valid payment method even on free credit accounts.
A few things to check:
- Make sure your email address is verified on your DigitalOcean account
- Add a valid credit or debit card under Billing, you will not be charged as long as you stay within the credit limit
- Check if there are any pending verification steps on your account dashboard
If everything looks complete and you still cannot create resources, reach out to support at https://cloud.digitalocean.com/support and mention you applied the GitHub Student Pack. Given your deadline, flag it as urgent in the ticket.
