its been over an hour since I added the certificate from the account settings menu but nothing has happened yet

Once the certificate is installed it should take effect immediately I believe.
However, note that the SSL certificates that you obtain via your DigitalOcean control panel are mainly used for the DigitalOcean Managed Load Balancers and the DigitalOcean Spaces.
If you do not have a Managed Load Balancer, then you need to install your SSL certificate directly on your Droplet.
