What is the reason for this report?

Is there any incentive for me to power off my droplet?

I understand that I will be charged even if my droplet is powered off. https://www.digitalocean.com/help/pricing-and-billing/general/

However, that leads me to the question: why would I ever need to power off my droplet unless it is to make a snapshot of it and destroy it?

This would largely depend on what you use the droplet for. When you don’t need the related functions then you’d want to turn it off.
