I think there maybe a hard limit of 10 volumes on my account. Can we have that increased to 25?

Hey Peter - Yes that is correct, by default you have a limit of 10 block storage volumes per account:
By default, you are limited to 10 block storage volumes per account or team. You can contact our support team to request an increase. You can attach a maximum of 7 volumes to any one node or Droplet, and this limit cannot be changed.

But you can open a ticket to request an increase.
