What is the reason for this report?

Paypal initiate chargeback and my account is blocked

On August 20th, I paid 25 USD for my cloud server bill from www.digitalocean.com . I just realized today that Paypal investigated that transaction (PP-005-041-732-138). On 3rd of September, Paypal refunded the 25 USD to me.

Because of this, Digital Ocean suspects a fraudulent activity in my account and ban my cloud server yesterday. They are asking me to ask Paypal, what is the reason that Paypal investigate and refund my payment.

Does anybody have similar experience? I tried asking Paypal by emailing them via Support Center yesterday (more than 24 hours have passed), but so far there is no reply. The website is down now, while it is very important for my company. Digital Ocean would not unblock my account if I cannot tell them what actually happened with the Paypal payment.
