We have a user in Dubai that cannot access our online platform. The platform page HTML loads OK, which is on a different server, however the API fails which is hosted on a Digital Ocean droplet and on a separate domain to the platform. If the customer uses a VPN the API works fine.
Is it possible that UAE ISP’s are blocking his access to our API domain?
Is their away I can check this?
Could their be an issue with the Droplet IP? (Blacklisted in the UAE etc)

Yes indeed, both scenarios that you’ve mentioned are quite possible.
One thing that you could try is to ask your client to run a traceroute from their PC to your server and see where exactly the connection is timing out. That way you will be able to tell where the problem is coming from.
