We read the tutorial of creating Cpanel. We are confused where exactly we should run those commands. We were trying it on putty, but while login we get network error “Connection Refused”.
Please guide us step by step procedure of creating Cpanel and WHM.

The command must be ran on a DO droplet via SSH connection using putty, so create a droplet then you will receive login information on your email address follow instructions and login via SSH using putty and execute the commands there.
