I’ve been a long time user of DO, and have always use the top up facility to pay for any Droplets that I use during the month. I noticed that I was unable to do this and it seems that DO will now bill me monthly (via CC or Paypal) for any usage. I’m a small user, 1 active droplet, plus I spin up others as required for testing.
Is DO planning to bring this feature back, because I would rather do two large top ups per year, rather than small transactions every month.

I don’t believe that would be the case. DigitalOcean’s billing is done monthly and can differ from month to month.
What you can actually do is use Paypal to add credit to your balance. This credit will be used for your payments. That way you can add credit once a year and that credit is used for your invoices.
DigitalOcean now supports PayPal automated payments but I can’t find any documentation about this at all.
