Are TOS changes regarding promotional credits retroactive?

Are the recent TOS changes (promotional credits only lasting for 12 months from redeeming time) retroactive? If I activated my account in October last year will I still be affected?

Any existing promotional credit would expire one year from the announcement of the TOS change (not one year from when it was added).
