Hello,
You can download the app spec from the settings tab of the App. Update the region and then deploy a new app. Updating the region on Cloud UI after App is deployed, does not change it and it is not possible. This is because the artifacts are based out of the region.
Uploading the app spec on the new app in new region will restore all the settings from your side.
