My project has a .nvmrc file that specifies a node version. I’ve looked in the build logs and see that version 12.19 was installed but I need 12.13 as dictated by my.nvmrc file. How can I choose which node version is installed for my application?

Nodejs version can be set using the engines key in package.json. The .nvmrc file isn’t utilized in the install of nodejs so this would simply be ignored.
You should be able to specify the version in the engines directive of the package.json: https://docs.digitalocean.com/products/app-platform/languages-frameworks/nodejs/#node-version
