I upgraded server RAM and CPU on Digitalocean. Do I need to do any changes or configurations on Vesta?

I do not believe so. Since vesta uses standard Linux services they should automatically make use of the additional memory and CPU cores.
@ryanpq is correct. VestaCP will automatically use whatever resources are available to your Droplet. No need to worry about configuration changes or updates (other than standard updates to the CP itself).
