Why does powered off droplet get started after snapshot?

Via the web console, taking a snapshot of a power-off droplet restarts the image when the snapshot process completes. I would expect the the droplet to remain powered-off. This is an experimental box I set up that I would prefer to power down when not in use. Currently I just have to ssh back in and shut it down again. But this seems not so great.

I understand the inconvenience. The reason that droplets are automatically started after a snapshot is in order to prevent down-time for live services. This way if someone needs to take a droplet down to take a snapshot they will see the least necessary down-time to their service.
