If you are planning to create a new Droplet and you want to have cPanel on it you can use the MarketPlace image for it:
https://marketplace.digitalocean.com/apps/cpanel-whm-for-ubuntu

Following cPanel’s documentation it’s that:
To install cPanel & WHM on your server, run the following command:
cd /home && curl -o latest -L https://securedownloads.cpanel.net/latest && sh latest
