How can I install VMWare on a droplet? I want to install Kemp freeload balancer, is its other options for this? Can i install it whit out a VMWare on the server?

You can use other Virtualizations like KVM for example if you are not acquainted with VMware. You can check the Possibilities here :

Having said that, DigitalOcean do not recommend nested virtualization on the platform because there is often very poor performance. Instead, containerization is normally the better option.
In order to install a KVM machine, you need to prepare a custom image. Custom images are Linux and Unix-like images you import to DigitalOcean. You can create Droplets based custom images, which lets you migrate and scale your workloads without spending time recreating your environment from scratch.
