On a fresh GitLab one-click install1 I had the problem of saving admin settings. POST requests to /admin/application_settings were rejected with a 500 error.
This seemed to be an incorrect gitlab-secrets.json because reseting that solved the problem, as described here: https://stackoverflow.com/questions/54216933/internal-server-error-500-while-accessing-gitlab-admin-runners
