In order to cancel the Droplet, you just need to destroy it. Regarding a refund, I’m not sure that’s possible but as soon as you destroy it, you won’t be charged for it.
Whenever you have a credit in your account, this is what’s going to be used until you’ve used it all. Regarding the billing, DigitalOcean billing cycles are monthly. On the first day of each month, we invoice and charge your account’s primary payment method for the previous month’s usage. More about that here:

To cancel a server/Droplet, you just need to destroy it, that’s it otherwise your subscription continues.
Regarding tickets, if you provide me with the Ticket Number for reference here, I’ll try and speed up the process for you.
