Is the bandwidth allotment pooled if I have multiple Droplets, or measured individually?

The bandwidth is going to be pooled
That's nice as it's always been a pain with some of my providers where I have multiple VM's and 1 is using a lot whilst others are not even utilising 10% bandwidth.
So if I set up a load balancer not all the outgoing traffic is counted as going out from that droplet?
Every thing I've heard from Digital Ocean suggests they will not offer pooled bandwidth. I've asked through support and their official IRC channel and be told the same thing.
The following question's answer suggests that bandwidth is pooled within one user account:

@DASHARATHAM: Yes, bandwidth is going to be pooled across all droplets.
DigitalOcean will not pool transfer caps across all droplets in an account. Each droplet will have its individual transfer cap.
