Is it possible to ask a freelancer to setup a complete autoscaling droplets?? Or is it like asking a freelancer to build windows 10 from scratch !?
So far i found these 2 tutorials: https://www.digitalocean.com/community/tutorials/how-to-automate-the-scaling-of-your-web-application-on-digitalocean-1604
But both tutorials are stating that this is only a tip of the iceberg !!! So how big is this task really!? And can i simply ask a freelancer to do it or would that be just dumb request?

Great question! Admittedly, building Windows 10 from scratch doesn’t sound more difficult. The reason for this is that auto-scaling isn’t an easy topic to go over. I have two reasons that I suggest are key to that:
In an ideal world you’re balancing load across multiple servers, and adding new servers to the pool as needed. Balancing load across multiple servers isn’t always an easy thing though, especially if the user’s interactions change something on the server (forcing you to keep them synchronized in real time).
If you can find a freelancer willing to have the discussion, just tell them what you want and how your software functions. They might be up for it. It never hurts to talk :)
