I desire to build a small droplet and assign it an IP address of a droplet that already exists. I don’t care if the old droplet needs to be destroyed, I just want to keep the IP address

It can’t make actually.In fact,if you love your IP address,you can just keep your server - of the IP address was bind with Droplets originally.Or you can create a floating ip,that won’t invalid if you don’t use it and you can assign it to any Droplets in particular region.Keep or reassign a initial IP address on a Droplets is impossible,and we don’t promote it.Floating ips are designed to resolve the problems like the first IP lead to a wrong or bad route or it was been blocked in some countries (like China).So if you don’t use that Droplets anymore,what you can do is just destroy it.However,maybe you can pick up that IP when you recreate floating ips after you destroyed the first one.
