Can I use a droplet for personal storage only? or is it against the terms and conditions? - I would use it as a personal FTP server.
Better yet, it would be nice if there was a dedicated FTP server product for personal storage where I didn’t have to manage a whole virtual machine. Consider this a feature request.

Yes it is absolutely fine to use a Droplet or any of our products for personal use only.
With regard to your request for a basic FTP server product, you might be interested in using Spaces - which is an object (file) storage product similar to AWS S3.
The reason I suggest Spaces, you can actually use it from an FTP client.
