Can not create droplet, why?

I signed up few minutes ago, email confirmed, $5 paid, I thought I could create a droplet(DO says: “Thanks! create your first droplet now.”), but when I click “Create Droplet” button, it always take me to a “Support ticket” page(I filled that form before).

I found the FAQ about account, says it will take 30 days to become a verified user, is it really need 30 days?

Because I’m a unverified user, so I can’t create any droplet, is that true?

please I can’t make droplets, billing is still $ 100 and every time I click the droplets button there is a notification, in order to complate droplets, please complate registration, what registration means?

You need verify your ID card on digital ocean account support

Example :
