Can people in another countries use digital ocean?

I may use a digital ocean server in South Korea and I would like to know if there are any restrictions.

I'm in Canada and I'm fine. ;) Maybe some countries are barred, like NORTH Korea, etc..

Does Korea have a good ISP server infrastructure if I needed to host in Asia one day?
