What is the reason for this report?

Can't switch between root and normal user via ssh

created keys in puttygen, created a droplet, pointed ssh key, went to the server using PUTTY, created a new user and can’t bring him id_rsa and id_rsa.pub, because the root user in the folder /.only the ssh authorized_keys file, what to do in this case?

To copy the key to another user as root, go into the user’s home directory, run the commands in the tutorial (replacing ~ with /home/user), and the change the files’ ownership to the user:

sudo chown -R user:user /home/user/.ssh
