Can team members reset a droplet root password?

Can team members reset a droplet root password and get the new password emailed to them or will it be send to the owner's email address only?

Team members have full access to Droplet password resetting, but are unable to change billing or team settings. Find out more here: https://www.digitalocean.com/community/tutorials/how-to-use-digitalocean-team-accounts

It looks like in practice team members can't reset a password since they can't receive the email.
