Can you use a Droplet like an external OS? So can I access it as if linux was installed on my main system?

Well I was wondering if I can use this like an external desktop (so like how windows is user friendly and everything) accessible from anywhere, for whatever reason I can think of. If so how might I go about doing that?

It sounds like you are talking about setting up a remote desktop. While we do not provide a pre-built image for this you can configure your droplet to provide a remote desktop via vnc. The following tutorial will walk you through this process.

VNC is a connection system that allows you to manage your Ubuntu server with a graphical desktop environment. With VNC, you can use your keyboard and mouse to interact with a graphical display of your remote server, making it easier to work with the server.
