I Have installed Plesk Centos on a droplet, everything works fine as it should do. I then installed Jenkins and according to the console everything installed correctly and Jenkins is currently running, yet when I try to go to my droplet IP using the Jenkins port of 8080 I get a connection time out error.
I thought it was the port but the port is being listened too by Jenkins.

Never mind, I found the problem. Plesk was blocking the connection.
