I was just about to suggest Apaxy :-).
IMO, that's what the directory index should look like by default. It's definitely one of the most clean and modern looking index pages I've seen in a while.

So i installed it and now when i go into the apaxy folder it shows the new design but when i click on another directory inside of there it suddenly goes back to the old design any help
That's a bug - of sorts, so you need to modify .htaccess to have non-relative paths. You can read this bug to figure out what to change:
