I have installed LEP I have not installed MySql because I will be using a remote database. Do I need to install MySQL on the server for it to work also do I need to do anything to allow remote connections to a different server which the SQL is hosted on.

You would not have to install MySQL server on your Droplet. You would only have to make sure that you have the PHP MySQL extension installed.
What you could do is install just the mysql-client package so that you could use the MySQL CLI client to connect to your remote database.
The last thing that you need to take care of is the firewall on your MySQL server and make sure that your Droplet’s IP address is allowed.
