In the settings there is Connect Your Social Networks. And it has following description.

Connect your Twitter and Github accounts with DigitalOcean. We only use this information to verify your account. We'll never spam you, post on your behalf or do anything sketchy like that.

DigitalOcean already has my credit card information. What does it want to verify?

Mostly this is to help verify that you are the person whose name is on the card. Our primary concern is to avoid fraud and abuse and the use of stolen cards on our platform.
