How can I turn my digitalocean VPS into a skype proxy just by using the ip address and port? OS: ubuntu 3.8.0-29 Thanks!

What do you mean by a skype proxy? You can set up a vpn server so that all traffic including Skype's goes through the droplet: https://www.digitalocean.com/community/articles/how-to-install-openvpn-access-server-on-ubuntu-12-04
