This has been ongoing circa Jan of 2013 what’s the status on this??
As of January ‘17, we’ve updated the control panel to allow for customization of TTLs on DNS records. We’re making updates to the API to allow for TTL customization soon as well to keep consistency.

FYI for those trying to register .is domain names if you open a support ticket Digital Ocean will update the TTL to 86400 for you. They did include this caveat though:
“Hello,
Thank you for contacting us. I have updated the TTL. Please note it can take up to 24 hours for it to update.
Please keep in mind our system can sometimes reset this when you make updates to the DNS. We understand this is frustrating and are looking for a resolution. However, it’s rare that someone wants a TTL to be high and so we default to 15 minutes.
It’s not often that it resets the TTL, but I did want you to be aware; in case it comes up. Do not hesitate to reach out to us if you see it and we will gladly set it back!
