You can run Odoo with PostgreSQL with Docker Compose. We have an article that covers the configuration which you can check here
You can skip these prerequisites in the tutorial if you are using DigitalOcean’s One-Click Docker Image. This image is pre-configured with Docker, Docker Compose, and UFW.

There is a odoo droplet in the MarketPlace, sadly it has the version 14:
However I believe you can upgrade it afterwards.
Additionally, what you can try is to create a Droplet and install odoo on it on your own. As for the database download, you can do w/e on your Droplet as you’ll be the one managing it.
