Does Digital Ocean acts as registrar?

I've understood that DNS for my droplet has no extra costs (is it right, by the way?), but I would like to know if Digital Ocean is also a registrar.
I could not find instructions about how to transfer the domain, so I guess I can just manage dns for a domain with DO, but that the registrar should still be external.
It's correct?

Yes you are correct, DO just provides free DNS services for your droplet. You are still going to need to pay your registrar for the domain even if you use DO's DNS, hope this helps.
