does digital ocean support site to site vpn such as ipsec or openvpn client/server?

I know in service like aws and azure you can create a site to site vpn easily.

Of course you can, why not? There are some tutorials, this one for example.
With digitalocean you have your own operation system in the cloud and you can configure it for your own needs
